im not an electric guy but try putting all three bulbs in and turnining the dimmer down and up...see if they all come on at dim. if they do you may have ground thats good enough to carry two at bright but not good enough for three. this problem could be corrosion on the fasteners that hold the cluster to the dash..( i believe that is the ground for that unit) or it could be a dirty fuse block. ground is funny. it can respond differently under different loads.

I was having same issue, relaced my ground wire(negative) on my battery with a much heavier gauge. Everything worked fine. Could have been a fluke but it worked and has been working now...
