Looking for some help from the experts. Bad compression numbers led to new rings, valve seals, head gasket, bearings, etc.
I pulled the remaining, non-working, smog hardware and sent my non-US carb to Mark for a rebuild and scrubbing. My distributor was converted to a PerTronix electric ignition system by the previous owner. Personally, I wish he or she was more concerned about the oil leaks and broken rings.
That all being said, I think I only need to connect the TP Diaphragm (now choke break) and the other vacuum port on the carb to the intake manifold vacuum ports. I am also assuming I should not connect anything to the distributor vacuum port. BTW, the binder clip is temporary to stop the vacuum leak while I figure this out.

Unless you have a vac advance distributor, then, then line to the choke-breaker/throttle positioner is all you need. One of those lines from the manifold is going to the 'port' on the base of the carb - which isn't correct.
