What is this? Appears to be electrically open, was in series with the brake pedal lamp switch and the Chevy auto trans that the PO installed. The port had tape over it. Any help greatly appreciated.

Turbo 400 tranny's have a electric operated kickdown system, vs. the more common throttle linkage actuated. Perhaps it is an incorrectly installed part of that system.
