I verified no overdrive in low on my 2000, as well.
 
Learn something new everyday. What would we think is a reason for Toyota to lock out top gear/ OD for low range?
Seems counterproductive to be in low range but then want overdrive. If your much over 20mph for long you should probably be in high range, anyway.
 
I use low range all of the time in the large hills/mountains of the PNW/Idaho/Montana and love the extra power and control I get ascending and engine breaking descending the hills.

Another huge benefit is the lower (and steadier) coolant and transmission temps (I watch them religiously). They can get pretty high going up hills/mountains in high range. Wayyy higher than I like to see.

It's easy for me to get to 20mph and even higher during these adventures too. I'm still pretty positive I can get access to OD while in low, but admit I could be wrong, especially since Bisho tried it and it didn't kick into OD. Bisho, you didn't have your center diff locked, did you?

No, center diff was not locked.

That seems to be correct. I've updated the original post stating as much.

First test was smooth operation from P to R exiting the driveway, then no slamming from 2nd to 1st at the nearest stop sign, then down shifting with throttle jab, and finally, correct shifting in to 5th.

Right? This is why I like stupid cars.
As a mechanical/electrical engineer, as soon as computer scientists get into an area of my life, it just gets harder... 🤣
