I don't think its the cold because I had the problem in the summer too and at that time I replaced as many of the hoses as I could. I haven't checked it for power yet....

I think you can swap plugs over and get the same effect as swapping hoses;)
 
Looking at the EPC for the part number and I want to make sure I'm getting the right number. These are the numbers I come up with. I wasn't aware there was a change up after '87. Mines an '89 which looks to be compatible with more recent models. The part number Wayne posted in post # 6 in this thread doesn't come up as anything.

There is a plastic T-piece in the vacuum-line just before the valves. I once found this to have a small crack, in one of the stems, leaking occasionally.
It's a 50 cents piece and worth checking.

Toyota often change part # with no obvious difference to the part which doesn't help you though.
You could try the vac solenoids off a US 62 series also,maybe someone is parting one out.

I just went and looked at mine (aug 88),they are the same except I have a blue and an orange colour for each of the VSV and yours point the other way.

Maybe those little air filter things can get clogged up;)
