So if it has all the wiring, has 70,000 miles, sat for 6 years, is TBI, is an 87, is $260 (USD) would I be a dough head to pass this up or should I wait for something better?

Definitely wait for something better!!. (only if you want to though) I have seen numerous mid 90's 4.3's complete
for $400.00-$500.00. Usually complete vehicle! That means
trans, diffs, whatever!! But, hey, whatever floats your boat!!

I will have to agree with Kruzrtec, the earlier 4.3's were inherently rough when idleing and didn't have the roller cam and vortec heads. I have owned an '86 and a '97 and the '97 would run circles around the '86, so even if you spend a little more money but a late model.
