2L Starter Motor reinstall

I currently have both Bolts in through the Brush Plate to help guide the Starter Motor in, but I can't get it in far enough to engage the Threads.

Are the gears not meshing and stopping it from sliding in? Try taking the starter out and turning the gears, or turning the engine over my hand a little.
