I don't think that one is located in North America based on the photos. Obviously not legal for general use here in the US; as far as whether a FD could use it I don't know the specifics, but I recently discovered that there is a FD somewhere in the Southeast (don't remember exactly where) that has a newer Tatra 815 firetruck. Perhaps emergency vehicles like that get some sort of exemption?
