When you say Electric 4wd-hi/low handle, You refering to the Hi-Low shift lever on the passenger side of the main trans shift lever? With a little round button like thing on the side of it?

The Hi-Low handle top loads into the t-case, and there is a electric actuator on the back side, next to the rear axle output that does your 4wd if I'm remembering correctly.

My 2000 is a J-shift:)
 
The handle gos into ball in a socket and has a cap piece holding the ball in. That piece may be broken allowing the ball to come out the top of the t-case. Should be a c-clip holding the cap in.

YMMV I'm not too familiar with that particular shift setup.

It's not to hard to remove the top boot from the console. There may be a smaller boot under the main one,I'm not sure.

Cup piece is the best word to describe it. I couldn't think of a good description.
That's what I suspected to be the problem. I've seen twist lock ones on online, But I doubt they are more secure.
