2 square holes in driver front fender??

Anyone have any idea what these two square holes are in the driver front fender? We are repainting and arguing about welding them up or leaving them open bc maybe they went to some trim piece we don’t have…? Did the snake molding clip into them? We do not have these holes on the passenger side, but I’m convinced that fender has been replaced somewhere along the way. It’s a 1985 FJ60…

That molding and the screw/grommet are long gone. If you don't have the parts, there's no reason for the holes.
 
Thanks everyone. Our (one piece of) molding is flush with the body and doesn’t stick out like that, so it wasn’t readily apparent what the holes were for. Appreciate it!
