Any problem with drilling a few holes to mount a power tray here? what do you recommend to keep the bolts in place? Thanks!

There's nothing behind that panel (except the wiper linkage) and you may be able to reach one arm in to get behind where any bolts may go if you remove the cowl panel and the plastic air intake grills. The sheet steel isn't all that thick so depending on the weight that the bolts have to support, might need a bit of support, maybe large diameter washers and flange nuts on the inside??

Excellent. So, to make that less of a pain if it has to come off, what do you think of running the bolts through from the back and using nuts on the front? If there's a way to keep the nutless bolts from dropping, I wouldn't need to remove all that to take the tray out for access. Or, I guess, use a tray with a detachable mount; tray comes off, mount stays...

Nutserts/rivnuts are good for this stuff, but the need to go through the panel square to the surface. If the location you are looking at isn't flat, this might mean you need to bend up a bracket
