I wanted to double check the torque of 97 LX450 crank bolt today. Easy to remove steering stabilizer and reach up there with Harbor Freight 300 ft/lb torque wrench with a 30mm socket and a 14mm impact socket on the flex plate bolt. Laying on my back and pulling with feet against DS tire, was able to make the torque wrench click at 310 ft/lbs. Question: does the bolt first have to be loosened then retorqued to hit target torque or will torquing an already seemingly tight crank bolt, like I did, yield inaccurate results?
 
You are correct. The bolt has to be turning for a torque wrench to do its job. Just putting it on there and it going click means nothing, not a accurate way of checking torque.
