Fuel gauge shows "E" after approximately 16 gallons of gas usage - and I know the tank holds 23.8 gallons. After a deep dive on the forums, I've come to find that this is a somewhat common issue - either: 1) fuel gauge itself, or 2) fuel sending unit. I'm starting with replacing the fuel sending unit.

Seems like a fairly straightforward job, but before starting, I wanted to get advice: Does fuel tank need to be empty when replacing the unit? Anything else to watch out for?

You do not need to empty it, but don’t do it while totally full or the fuel level can be right at the surface.
 
Thanks. Changed out the fuel sending unit this morning. I'll report back results after a few tanks.
