This is on the drivers side near the washer fluid resevoir. Two green plugs and a single black wire. This truck has a 350 engine. Any ideas and should I keep them.

Emissions VSV plugs. Not necessary if you're desmogged. See attached (not my handiwork, just saved from MUD)

Got it. Can I remove this from under the dash with out any adverse effects?

Unplug it and find out! I think you can safely remove the emission computer. You might read the FSM and see what inputs and outputs it has, just for educational purposes.
 
Technically, yes if it's been de-smogged correctly, and I suspect it has. Personally, I wouldn't and haven't with mine even though it's also de-smogged. I think the resale on these is always better if there's as much original "stuff" left in place even if it's unplugged. They're out of sight - out of mind. Plus you're on the west coast and who knows for sure what the future of car emissions holds. :meh:

It seems everything with green connectors relates to emissions.
