1974 FJ43 knuckle rebuild, missing parts normal? (1 Viewer)

After tearing down my knuckles to rebuild, I noticed that there was no retainer (part number 31 in the diagram). I've read that these were included up to 73, but am getting conflicting messages. Can I install the spindle felt and gasket without this retainer?

That is not on the felt side (31) that is a shield for the hub bearing to keep debris from ruining hub seal. It can be assembled without.
 
Not sure if this helps: The rebuild kit for our 1977 front axle included felt, rubber and steel (and they went on in that order). The retainer consisted of a 2 piece set of half moons that holds everything in place.

I am not talking about the inner felt seal, but the smaller one that sits on the spindle.
My 74-40 has that retainer and the felt #29 in your pic above. I think that's what goes with the small pattern knuckles and the large pattern knuckles don't have the felt but have rubber built into the retainer but then they call it a seal as shown in the PDF that Green Been attached above.
