Working on a friends 72 FJ40. Brakes engage right away within a 1/2" of pushing the pedal, there is no easing into it. I shortened the push rod, now has a little room before it reacts, but its still brakes fully engaged nothing in-between. Looks to be a stock set up.

Any ideas?, I couldn't find anything on the interweb
 
Wheel cylinders are all new by PO, drums are adjusted, fluid looks clean, no leaks, both push rods shortened. Is it possible that booster is wrong?
