1970 factory rims with 1976 factory disk brake collision? What's the cure? grinding wheels?, grinding caliper? replacing wheels?
 
Drum brake rims are riveted together and as you found out the rivets interfere with the caliper. Later model disc brake rims are welded together. Most folks get the later model rims. New or used.
 
You can buy new disk brake-style (welded) FJ40 rims at your dealer. Around $120/each, if you get any sort of discount. After fiddling around with old used rims over the years (a number of which were slightly bent), I bought 2 new rims at the dealer and my FJ40 now runs smoothly. Tire shops can balance a bent rim, but a properly-balanced bent rim is still bent.
