1964 Rear Wheel Wells Rust Issue

Hello,

I have a 1964 FJ40 and I can see a good deal of rust on the top of the rear wheel wells. I cannot get a good view of it from underneath, because there is a 'brace or backing plate' welded under it.

Has anyone else come across this issue and how did you remedy the situation?

I've attached some photos I took the other day to show what I'm describing.

looks like the inside has been skim coated with bondo at some point.
the brace underneath is what is holding moisture between the panels causing the rust.
only way to correct this is to cut out the bad stuff and replace with good metal
do you know of any good places on the front range of Colorado that would do work like that? Thanks.
