Can anybody help me if I can use Toyota 4Runner (1996-2002)(Toyota part #4260135750) OEM steel rim, 16x7, bolt pattern 6x5.50 on my 1978 FJ40 with no lift?

The meanest size I would put on a stock suspension is a 16"x6" FJ60 rim with a P275/70R16 or LT245/75R16 tire.

Yes, they will fit. You may however, have to use spacers...at least in the front. When I first got my BJ44 I ended up putting some 4Runner aluminum rims on it to get it to pass inspection.

What is the backspacing on the 4Runner wheel? Stock backspacing on the '78 FJ40 was 3.5"... or was it 3.75"?

will need spacers to make them fit
