very interesting! Did you know that this is a U.S. military edition of Japanese plate? The "Y" has often been thought to represent Yankee (because all U.S. military members have Y-plated cars), but it's actually short for Yokohama. The "89" isn't the year, that number denotes which vehicle category. I believe that "8" series is camping/recreational, but this is a clever way to include the LC year .
