I have a 1.4 kW warm weather starter (apparently having a rust-free LC originally from California has one disadvantage). I bought a starter rebuild kit assuming it was a 2.0 kW starter (28235-54380, 28226-72010, and 28226-66060). Does anyone know if these parts will fit a 1.4 kW starter?? I took the starter apart and the parts are similar but not exactly the same, but not sure if the differences are significant. Is there a different rebuild kit for the 1.4 vs 2.0?? Yeah I could get a 2.0 or 2.2 kW starter, but we do have warm weather here so I don't really need it...

IME the 2.0kW and 2.2kW kits are definitely different. No experience with
the 1.4kW, but if the part numbers are different then the kits are likely different.

If the parts are not exactly the same as what you took out you run the risk
of the starter not working correctly. The plunger width (disc) and total length must be the same, but also the lengths of the barrel (fat part) and the center post each must be identical to what was in the original starter. I wouldn't eyeball it, measure with a caliper (measuring tool).

The contacts in the photo you posted are obviously different.

So option #1: sell that kit and start over #2: buy the correct kit or #3: buy a new Toyota or Denso 2.0kW reman starter.

Here's an example of what happens when the wrong plunger is installed:
