I have had trouble with non-OEM 02s in the past. From my past experiences, everything engine and engine management related, i always go OEM. For other stuff, it depends.
OBDII and airbags on the 95-97 are reasons enough i'd go with those years for a daily driver. If those are of no need/concern for you, i'd go with a 93-94.
I seem to remember seeing someone weld together a similar SST to whats in the FSM for this. Looked very simple with some holes to put some bolts through. Don't have a clue where i saw it on here though.
When i did mine before i had to use a breaker bar with my hi-lift handle as a cheater pipe. I had my brother wedge a screwdriver into the pulley to prevent it from spinning. I think there is a proper tool to prevent the pulley from rotating, but i didn't have it.

I didn't say anything about shifting out of park with out your foot on the brake. I said remove your foot from the brake after you shift it into park (so that the vehicle could then roll and rest on the parking pawl)

Ive seen a parking pawl fail first hand. The van then ran in to a cabin and almost knocked the cabin off a small cliff.
Just because it hasn't happened doesn't mean it can't.
I'd use wheel chocks often if i removed the parking brake.
Sounds like a worn parking pawl. Make sure your parking brake is in good condition and if you ever need to park on steep inclines, consider chocks. I always use the parking brake when i park to save wear on the pawl. Make sure you set it before you take your foot off the brakes.
