come to find out the motor was 'rebuilt' just prior to this owner acquiring it, he could never drive it because of the oiling issue.
the no oiling issue for the rocker assembly, turns out they installed the cam bearings without lining up the oiling holes

ran across this truck, started out as oiling issue on rocker arms having set up for 5 years in a warehouse...

The White/black wire is the starter wire from the ignition switch, the two wires next to it go back to the coil to prevent a loss of signal during cranking only.
You do have a nice ground strap Op, are your positive cables crimped or soldered, keeps us informed after you repair that ground in...
yeah you need to make sure both rotors are in exactly the same alignment plane before making your side to side comparisons...if your are sure both rotors are in exactly the same plane then there should not be a difference in the symmetrical vertical degrees...your level should tilt out the same...
