I used a closed cell foam. Cheap, good spacer, and it doesn’t hold water. I don’t see why an oil soaked felt wouldn’t work but I wouldn’t run it without a top if so.

So it turns out that I am an idiot. I had my choke pulled out and set my timing to that. Once pushed back in, I retimed the engine and checked with a vacuum gauge. Everything is much more better. The richness has gone down significantly.
So I managed to set the timing correctly and the RPMs are hovering right around 700. A little high but not by much. However the exhaust smell is very rich and there is a fair amount of carbon build up on the tail pipe. Is this normal or is there an adjustment that I can make to set it less rich...

I am not sure, the part number on it is: 19100-60042. Not sure if that is vacuum advance or retard or if it is original or not. I may have to do some research on it.

Does anyone have a picture of their F135 engine distributor? I am trying to see if mine is lined up correctly or if it is a tooth or two off.
As you can see, my distributor vacuum line is interfering with my dip stick and it feels as though it needs to rotate further counter...
I had the hardest time finding a correct screw size for the early wiper and light rotary switches. Turns out I wasn't crazy. The correct thread is an M3-0.6! Here is a little history.

The fitting that goes into the wheel cylinders is 9mm, all the fittings on a 65' should be 9mm for original equipment. If you use a new flexible brake line, you would need a 10mm to 10mm, then an adapter to go from 10mm to 9mm. I do not believe that there is a 10mm to 9mm flex brake line.
