Pull the wheels off of that joker and post up some pictures. I'm betting that you just need to adjust the system or put some fresh shoes on it. It's worth taking apart and having a look before you start throwing parts at it.
300k+ on my (probably stock) pump and still going. Troubleshoot the problem before throwing parts at it, it could be the fuel pressure regulator or an electrical issue.
I'd say 5-700 for a shop to change it would be close.

In this case I would highly suggest getting some fuel pressure numbers before just shotgun replacing any component. It is not uncommon for a fuel pump to overheat and stop working, so swap it out and see. I would spend 10 minutes hooking the gauge up...
If you have known good vacuum to the actuator and apply it on one of the two ports, the front driveshaft should engage. If it doesn't, you may have two problems.
Obviously applying vacuum to both ports at the same time will do nothing.
What vacuum ports did you reverse specifically? Supply direct vacuum to either hose going to the tcase and see if you can get engagement, skipping the solenoids completely.
Are you sure the lines are connected at the tcase?
Gotcha. Well FWIW going forward, I would hands down prefer a sniper installed on a 2f over a 2fe or 3fe. It isn't always very easy finding some of the 3fe specific EFI parts that it needs.
