I don’t doubt your mpg but the fill-up is questionable. I’m sure this is not the norm for the 100s. Maybe you have leak, your charcoal canister is your aux tank lol, the pump is cheating you, your tank is some sort of aftermarket OE replacement, or a combination of them.

Cam plugs aka half moon plugs/seals are usually resealed with doing valve cover gaskets. They are in the rear of the heads towards the firewall. They may have botched the install or just never cleaned the remnants of the leak.

The tensioner is a standalone piece. It does not work off of engine oil pressure. Get another timing belt and tensioner done else where. Water pump optional. Kind of hard to screw that up but I wouldn't put it past your “mechanic”.
At the end of the day, it's not my money so I can't tell you where to send it. You may not need UCAs depending on your lift.
