Lots of vehicles from warmer climates don't actually have heater cores as its an unnecessary option, even top trims dont have them, the cold/hot knob its on the HVAC controls but it doesn't have a heater core.

First of all, check if the cat and exhaust shields are still there.
Mine rusted out several years ago, removed them and after that the center console and floor temps increased as expected. It doesn't bother me as this is not my daily and its winter for like 7 months over here.
No experience with the 2UZ but Unichip make a good difference in naturally aspirated 1FZ and 1GR engines. Obviously a tuning shop that have worked with Unichip is definitely beneficial.
I have driven 80 series tuned with Unichip and it does make a difference in power.
Follow the wiring harness from the actuator, it rubs on the frame exposing wires.
99% of the times is when it goes on top of the frame on top of the passenger rear wheel.
