You can definitely go pick up an engine from Canada....importation regulations apply to complete running and nonrunning vehicles. Drivetrains fall into the category of parts and you can just drive right through the border with them. When my brother and I were importing an HJ and BJ last year...

You don't need a toyota letter or an RI to bring in a 25 year old truck. I would send them the paperwork AND bring it if I were you - you can print the forms that you need off of the US customs website. They will have them at the port you are using and technically you shouldn't even have to...
