I've got deep scratches all over my roof now from my mag mount sliding around. In fact every mag mount I've ever had left some kind of mark or other on my roof. Flexable antanas are much better for minimizing impact problems in my opinion.
You can get a HAM that uses a frequency range that covers CB radios, but for them to be legal, they cannot be allowed to transmit on those frequencies. You could get it illegally modified, but you'll likely find the results some what lacking due to other issues such as antenna configurations.

I did it in my Tacoma with a CB radio. Not exactly the same, but a similar idea to yours. It worked great. Of course a CB doesn't put out as much heat as a HAM.

Like Pakhaat said the DC grounding isn't that important, but if you’re worried about it a sturdy piece of wire will do. The braided stuff is just a more flexible and durable way of getting a high capacity ground. Plus they look better then a comparable but bulky 4 gage wire.
It certainly wont hurt. It's probably already grouned anyway if it's bolted to a metal roof. I simple ohm test between the rack and the body of the vehcile will tell you for sure. A good ground will show less then 1ohm.
