    I would suggest pressure washing or even sandblasting the surface to remove any flaking that may be underway, prior to any surface treatment.

    I'd suggest calling the contractor/sub who installed the hardware. Review the situation with him/her and then decide the best way to correct the problem. Make sure that the problem is identified, then you can determine who is responsible for the repair.

    A couple layers of blankets or 3 or 4 layers of burlap should take care of you. Just make sure they aren't placing on frozen ground. You shouldn't need calcium IMO.

    Looks nice. If you have an HLVP gun, shoot your paint using that as it'll give you a really nice finish. Also, are you planning to attach this to the wall? You didn't mention it, but I'd suggest you do, especially with kids and a heavy TV. Looks like a fun project.

    A lot depends on what needs to go under the wall as a footing. Don't skimp on a design since you are putting a structure on it. I'd suspect $2 - 3K. The concern I would have is that the structure is naturally going to want to move down the hill so shoring it will be important.

    How deep? If just making a scribe line for a clean break go the skil saw w/ dry diamond blade (and dust mask) route. If you want to do a full depth cut, rent a saw.

    I'd suggest contacting a professional. Not much help, but you are dealing with the "wrong" side of the shutoff if I understand correctly.
