LOL. There's an 820 ohm resistor inside the relay folks.
Once again, if the CEL illuminates with the key in the ON position, the EFI relay is closed and functioning. You have proved this several times over.
So down the primrose path we went. Always check the simple things first.
If your EFI relay was faulty the CEL would not illuminate. The very first question asked.

When checking voltages on the ECU connectors, the connectors must be connected to the ECU.
If you removed E7 from the ECU, the readings are useless.
If the OBD2 reader communicates with the ECU, then the ECU is powering up correctly.
In your first post you said you were getting spark while cranking. Is this still the case? How did you test?
What is the internal condition of the distributor cap/rotor?
Verify +12 on connector E7 pin 12.

You're certain that the CEL has a good bulb?
Plug in an OBD2 reader. Are you talking to the ECU? Are there error codes?
Be sure you're getting +12 to the 7.5 amp IGN fuse by the driver's left knee with the key ON.
Be sure you're getting +12 to pin 1 of connector E7 of the ECU with the key ON.
You also said that the fusible links were replaced. Did you replace the set of 3 fusible links off the positive battery terminal? 2 go to the black junction box and 1 to a grey connector.

No. The charge light is lit because the engine is not running. If the charge light was NOT lit with the key in the ON position, then it could be AM2.
Please don't loose your focus here. Your only concern is the lack of the CEL. Nothing else matters.
