   Either. Should never be as locked up as you seem to be saying. I had the same issue on my ‘99 after a pile of miles. New clutch was the answer.

   I would say if the fan has that much resistance with "no spin at all" then fan clutch is toast. Should have some resistance and spin some. And recommend getting AISIN brand if possible.
