    My setup sends a continuos negative/ground to Pin16 while in 4Lo thru a Relay that gets the (+) signal from Pin9 on E7 connector (besides the glovebox). Try a multimeter or a probe to make sure your getting correct signal to Pin16 while in 4Lo; the GM PCM is picky on resistance changes.
