Sounds like you need to pull the valve cover and verify why the distributor is not rotating. Perhaps the timing chain broke, in which case, your friend would be more correct than he or she knows.

Nothing looks amiss in the photos. Does that steering damper have a piston rod at both ends? It’s adjustable how? You didn’t have this issue prior to installing the damper correct? You might remove it and test the steering again.
What reinforcement kit do you install? We need several good photos of this from all angles including but not limited to: the steering box and track bar installation. The info you have provided so far leaves a lot to the imagination.
I’m 99% sure this is the booster that Sweeting sold us. It has several GM applications which would explain why he called it a GM booster made by Bosch. Be aware that the color of the accumulator is significant as they are not all the same...
The backing plate keep a lot of crud off the rotors which, IMO, is a good thing. There appears to insufficient clearance mount the backing plates without them mashing into the stud nuts.

What size tires do you run? Will ABS be retained or removed? Brake pedal feel will feel much better in that you won’t wonder if you are not stopping because pedal travel is at its end and that inclination towards doing a primer pump (which takes up precious time) prior to the stopper pump...
Since I avoid making too many changes on a system all at once, I’d either install the 5th gen 4R brakes with the current MC and see how it works for YOU, or find out what size MC the 5th Gen came with and do that.
It doesn’t seem like you’d have any lug nut issues to concur as the rotors are...
