A few points:
1) When functioning properly, the fan clutch is engaged and pulling air on warm days on the highway.
2) As others have said, weatherstrip the radiator, calibrate and change the fluid on the clutch, and make sure the condenser isn’t plugged. You can tell when this is done right...
I don’t want to know. At 9000 feet it is really starting to struggle, and my truck is light compared to most builds (ARB bumper). I know in general you lose 3% per 1000 feet of elevation, but I swear it is greater than that the higher the elevation.
I got 21 mpg recently, but that was driving from Truckee to Sacramento (6000 ft to sea level over 70 miles). With 33" tires, stock gears, and an ARB, I get 13-13.5 on trips averaging 70-80. New cats made a difference. For me, the turbo should nicely complement my setup with stock gears...

It isn’t the highest elevation, it is 8,000 feet. That said, between the steepness of the grades and speeds on that area of 395, it makes for a challenge.
