Quick update for everyone. I pulled the wiper off, and the shaft clearly had splines -- at one point. The wipes arm does not appear to have ever had splines, so it may have been from another type of vehicle.
Anyway the whole thing has worked fine for years, so I assume I'm just going to...
OK I must be stupid. On my '99 LX I don't see a plastic cover or hatch. I see a metal cover surrounding the shaft, 90 degree, and spring tension - then another metal piece which is the arm. Could someone post a pic of the "cover"

OK, the reason I was after the turn signal (marker) bulb, was that I have the common fast blink. My belief was that is an indication of a blown bulb. I have now replaced the bulb without a fix. Driving home from the auto parts store, I think that the front signal light was never on...

I tried to search this topic, and I must have missed something. My guess is that this is so easy, no thread was needed. How do you get at the bulb? I can see the harness from inside the wheel well, but can't get access to the bulb.
