as Juan said, -60100 are for the flares. they fitted my 02' 78 perfectly. I even had all the factory holes for the brackets they require.
the LH side mud flap has a small cut out for where the exhaust runs as well.

did you have it running before disassembly? if the filter assembly doesn't fix it, go back down the line to the tank before you start playing with anything post pump (which could introduce new gremlins)

your fuel filter with heater housing is not OEM, at least not OEM for the 70 series. I'd replace just that with the OEM part first before touching anything else. if you need the OEM filter/heater part number, you can get it from a JDM HZJ77
