Have you thought about doing Haltech or similar packages? The OBD1 trucks would probably really benefit from one even without boost as Toyota's 90's fuel injection was kinda yuck.

Do you have a wideband installed to see what kind of air fuel ratios you have? That sounds way to low turbo or not if your just driving conservatively.
I had a Prius V previously and it was fantastic at what it was designed to do. I don’t think it’s a great comparison with the LC250 because the Prius are built solely for fuel efficiency and lack in good noise insulation etc as well as being a different hybrid setup.
