I also had a steering wheel vibration at highway speeds. Like tires were out of balance. They may have been out of balance or it was due to the broken belt in the tire.
I had a wobble at slow parking lot like speeds. I thought it was a bent wheel. It felt like the rear of the vehicle would move axially when rolling at 5 mph or so. New tires resolved this. The Michelin LTX tires are notorious for breaking belts and this is what it feels like. Swap wheels...
You could turn the bolt clockwise to attempt to free it up. Turning counter clockwise I could see where the arm would impact the ratchet. Clockwise would put the arm against the shock.. if it doens't bind up on something else prior to. Good luck.

Those reman'ed alternators usually don't replace the brushes. I've put 3 into a corolla in a couple of years. I bought new brushes for it and stopped replacing the full unit.
I have 265k on my 2000 with zero fluid changes. Bought at 48k miles. So I'm sure it's the original fluid. Fluid doesn't smell burnt or anything. It's deep red color is about the only indication it's old.
Took this apart and it really is easier the second time around. I had the actuator out in 20 minutes or so. I noticed that the arm was coming out of the actuator body. The cause was that I put the actuator on the wrong side of the assembly. It's not really keyed and will go on either way...
