If it is anything like my two Toyotas, the valve the cable goes into, the one inline with the heater hose, needs to be replaced. They are fairly cheap to buy. The valve was the same part on both of my vehicles.

I offered the rear sliding window as a cautionary tale. I didn't look on the internet when I locked my keys in the truck. I found the method of ingress easily and by accident. It can be fixed and might be worth it if you are that worried. I didn't fix mine - so all reading, go for it...
Not to tell how to break into these - but I would push on those sliding windows. Don't ask me how I know but if you stand on a rear tire you can reach the tailgate lock through one of those slider windows and the don't lock well.
OK - I am embarrassed. I was going through the FSM and got to the step where I was to check the belt tension. It was difficult as the belt was missing. Not sure how I missed it when hooking up the gauges - but I went into my box of parts from American Toyota and there I had a brand new one...
Thanks Mike - when I started it this morning it still blew hot so I don't think it is freezing up. Both high and low side is roughly the same temperature.

You nailed it. About 1 inch from the connector to the ECU was where the wire crossed the frame of the dash. Over time it wore the wire insulation and I could easily make a connection to the wear spot in the wire with my multimeter. The bundle of wires is jacketed in conduit - but it falls...
