I can see from the pics that you are way too much negative castor. Your shackles are pretty long which compensates for your low front hangers. I would try no shim or get a simple degree gauge and find out where you are with caster. This pic shows negative 4 and works very well for me

Wide end of the shim usually will always go towards the the front bumper. you want the shims wide end to compensate for the angle change(castor). So if you have longer than stock shackles you would want the shim wide end towards the shackles. Your shackles are reversed...
