    Like mentioned above, bad ground or one of the bulbs are bad. What you describe is normal, don't over think it.

    I ground the bolt down a little and it clears. But is that enough, Just enough to clear, or should it have a minimum clearance? I can’t see inside well enough to be able to see or measure how much clearance it has.

    That is the same gear that is broken on mine, it's not broken as bad as yours. The gear on the countershaft that rides against that gear has some chipped teeth.
