@albertliang3 - Google this. Many Toyotas do it, and the cause isn't super obvious. It's your stability control falsely kicking in. Some attribute it to loose wheel bearings, and some to bad sensors. Few have found a simple solution.

I vote to leave it stock until your usage dictates otherwise. My '99 LX will go anywhere I want it to (in Colorado mountains), and then some. My '99 LX just turned 325K a while back and it's going strong.

If you want OEM, I found that '99 LX horns were different than '99 Land Cruiser horns, but while at the junkyard, the horn from a '08 4Runner matched the LX horn perfectly. Recall there are 'hi' and 'low' note horns, so get the right one(s).
