So I rechecked the hose routing to the carb this morning and it winds up I had the advancer hose and fuel cut port reversed.
Egr is now closed at idle.
Yes, I can hook a vacuum gauge to the carb ports or just pinch them off with the egr hooked up.
I think I'll wat until tommorow and pull the whole air cleaner assembly.
Thanks for your help, I feel like I'm getting closer after 2 months of trouble shooting.
Could be the lines at the carb even though I double checked.
I installed a new carb , vacuum lines , bvsv valve , smog pump , pvc etc to get ready for a smog test.

Trying to wrap my head around the schematics.
Looks like the modulator port to atmosphere is always closed allowing vacuum at all times.
May be plugged or defective.
