Well my 1400-1600rpm light load pinging was gone when I fixed my intermittent P0401. The culprit was a tiny tiny leak in a vacuum tubing.

Min service temp of -20C (-5F) may not be enough for calgary winters. I am not sure whats the min service temp for other moly greases. I remember someone said something about adding gear lube to moly grease to thin it out for the extreme cold.
A slight concern for me is the load rating on those wheels. Should I assume you were looking at part number 168412? Those are rated for 2500lbs.
A stock cruiser is just under 5000lbs, with armor and etc you will be way above 5k, some people have 6k. so that means you may kill those wheels if...

quick question about the antisieze on the lug nuts. Could the antisieze act as a lubricant and alter the torquing characteristic of the lug nuts? ie it makes you torque more than actual 76ft/lb and lead to warping of discs?
Napa in Canada is different. The only moly grease they carry is lubriplate, and you have to specially order, usually takes 3-5 days.
At least this is what Vancouver store people told me.

John Deere dealers have 3%moly grease, NLGI#2 (similar product as Valvoline Palladium), $5 cdn per tube. My local dealer have cases in stock.

The cone washers are meant to compress (by shrinking the gap), so what I do is to shink them some more, and then they just pop out. Here is what I did.
I used a brass lock (small regular cheap lock), rest it on the cone washer, perpendicular to the axle, small tap with a hammer, and done...
The turn off signal is only sent by continuity between pin 7 and 10. Based your discription from before, everything should work fine. Have you tried to use a hair pin to turn CDL on and off?
May be you can try spraying some Silicon rubber conditioner. This would eliminate the noise if the belt is slipping. If this is the outcome, then the belt is probably a bit too long.
