Update. Since I was getting 10.5 volts at the circuit open relay, I went a head and pulled the FPR and jumped position #5 to position #2 and it started. Hmm. Triple check the fuel pump relay and it tests OK per the manual. Put my spare fuel pump relay on and it starts and runs fine.

Thanks for the assistance! Still no luck. Stepping through the FSM and down to checking the ECM. On IN-31 of the FSM it states to check the ECM ground circuit.
I do not have the electrical wiring diagram book to determine which pin on the back of the ECU is ground.
