If it took 18 years to get to this much rust, it'll last at least another 18-30 more years before there's any structural issues. Longer if you coat with a product like Blaster Surface Shield or similar.

I can't remember if its starting the car with the buttons held or just turning the key to ON. Try both...the text display on your radio should show (maybe multiple) 2-digit error codes. You can look it up online what they mean.
Also, if you get a $30-40 mini vci cable (obd2 to pc), you can use...
Can you check for error codes and see what they are? I think it's holding the recirculation button and auto buttons while turning the car on. Have to search on here for exact buttons.

Just did this yesterday! Didn't bother with soap and scrubbing and went straight to pressure washing. Retracts perfectly, soft and isn't nasty looking anymore...though I wonder if it could be cleaner now.
Got it. Upon a closer look... It looks like black oil and not grease. My brake fluid is clear so not that... Maybe the hydraulic shock is leaking. No surprise there but I'll look more to confirm later.
