They are on separate fuses. In mine, the light switch's headlight circuit and it's plugin got hot and had to be replaced / rebuilt. I changed it all to relays and only a small amount of power goes thru the switch now.
That's a hard call. If it was me, I'd try a fix but it depends on the size of that rust blister and how much of the rest of the tank is affected. I also know what happens when welding gas tanks goes wrong.
I did mine about 3 or 4 years ago and used the 2 in pipe to 2 1/2 collector. If you are using the corvette style ram horns, you need this little spacer and it was actually the hardest to track down.
I put the stock silver / black ones on my '76 with OE steel wheels, they are what was stock on it when I got it. I've not seen a gold variety of hubcap but I'm no expert on it.

$8 at the local motorcycle shop. I tighten up the slot on the pedal a bit and it fits perfectly. The other end was already a graft so no big deal there.
