thats it exactly but with no seal for the carb. It has leakage of vac, so I think the only answer is a gasket even though you say we shouldn't need one. I did spray starter fluid around the base before removal and the rpm's increased. thanks for your help over my rebuild and also today...
the insulator has two holes and is what I am referring to. It also has the third hole which is sealed and would have lined up with the hole in the carb. Its about s/8 inch in diameter. It would supply vacuum if it was open. i will send pictures when I figure how how to do this.

Great video from JNH, but that still doesn't show me how to do this on a 1978 F2 engine. The valve stem seal won't hammer down onto the base. The 78' has a more conical shape on the top and a larger base. Just an FYI for others with this problem. I guess I'll have to try some modification...
take it off and buy original weatherstripping and you won't have any problems. Am I correct in assuming you have aftermarket weatherstripping. That was the problem I had and it drove me nuts! No problem with correct glue and oem stripping.l
The picture I show is my actual 1978 that is exactly like the one currently installed in my 78 FJ40. I am not sure where the plug you show goes, certainly would not fit my 1978 fj40
I will check when I get home but I do have the original that came off the vehicle. It is a square box that is solid I'm not sure if the plug is green or if I have the plug. I may have used the plug for my new voltage regulator but then again I may have it also I will let you know
