    Is this winch worth trying to rebuild?

    I rebuild these all the time. That looks like an early MX8000 from the mid-late 80's. The drum isn't usable anymore so you'd want to find a used one on ebay or someone here maybe. Your motor is also no good anymore. A new one is about $190. You'd have around $400 into it to get it in good shape...

    The winch came with the lever on the top for the reason that many winch bumpers and pretty much all simple winch plates have the most access from the top, and most mounting is done feet-down. When mounting behind bumpers, like in that picture, it might work better the way it is in the pic...

    Good deal. You might want to clock that freespool knob housing so its at the top. This is the stock position and will be needed for most bumpers.
